EOI For IDPs Lead Organization in Adamawa State

REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR SELECTION OF INTERNALLY DISPLACED PERSONS LEAD ORGANIZATION FOR DURABLE SOLUTIONS INTERVENTIONS IN ADAMAWA STATE

The North-Eastern region of Nigeria, comprising Borno, Adamawa and Yobe States, continues to contend with the effects of a protracted displacement crisis driven by over a decade of insurgency and communal conflict. While security has improved in parts of the region, many internally displaced persons and returnees remain unable to reintegrate fully due to persistent gaps in housing, basic services, and livelihood opportunities. Host communities also face increased pressure on already limited resources, with continued needs in shelter, health, education, WASH, protection, and economic recovery.

BACKGROUND:

Adamawa State remains one of the states most affected by displacement in North-East Nigeria. As of 2026, thousands of households continue to reside in formal camps, camp-like settlements, and host communities, particularly in LGAs that received high numbers of displaced persons. Although security conditions have improved in some areas, sustainable return and integration are constrained by damaged infrastructure, limited livelihood opportunities, and unresolved housing, land and property issues.

To address these challenges, the Government of Nigeria is prioritizing Durable Solutions at state and community levels. In this context, the Catholic Caritas Foundation of Nigeria, in partnership with UNHCR, is supporting the identification and strengthening of qualified Internally Displaced Persons Lead Organizations in Adamawa State. IDPLOs will serve as community-based structures to coordinate and implement interventions that promote access to services, social cohesion, livelihood restoration, and pathways to sustainable return, local integration, or settlement in accordance with national policy and international protection standards.

PURPOSE OF EXPRESSION OF INTEREST

To select an IDPLO with proven capacity to coordinate, engage government structures, and implement Durable Solutions interventions for displaced persons in Adamawa State. The IDPLO will work closely with Caritas Nigeria, Government authorities, and technical working groups to ensure alignment with national policy and international standards.

SCOPE OF WORK:

The IDPLOs will operate in Adamawa State and will be responsible for the following: Coordinate engagement with Government authorities and relevant MDAs on Durable Solutions planning and implementation. Participate actively in the Durable Solutions Technical Working Group (DSTWG) and other relevant coordination platforms. Support identification, verification, and profiling of IDPs and returnee populations in target locations. Implement Durable Solutions interventions in line with national framework and UNHCR guidance. Facilitate community engagement and ensure participation of displaced persons in solutions planning. Collaborate with humanitarian and development partners to ensure complementarity of interventions. Document progress, lessons learned, and success stories from Durable Solutions activities. Submit regular programmatic and financial reports in line with Caritas Nigeria and UNHCR requirements.

PRE-QUALIFICATION AND TECHNICAL REQUIREMENTS:

All interested organizations are requested to submit a proposal that demonstrates capacity and capability to undertake this assignment, detailing the following:

  1. Evidence of incorporation with the Corporate Affairs Commission (CAC) or other relevant regulatory authority in Nigeria.
  2. Interested IDPLO must demonstrate active presence in Adamawa State and a verifiable past record of engagement with government on Durable Solutions interventions, including participation in Durable Solutions Technical Working Groups (DSTWG) or similar coordination platforms.
  • Interested IDPLO must be nominated by relevant government authorities and demonstrate proven coordination capacity with State/MDA counterparts on displacement and solutions programming.
  1. IDPLO must provide a written confirmation that the organization is not listed on the United Nations Sanctions List, the Nigerian Sanctions Committee (NIGSAC) list, and is not engaged in activities contrary to the principles and values of the United Nations Charter or the Government of Nigeria.
  2. Acknowledge that beneficiary lists and organizational details submitted will be cross-checked against the Nigerian Sanctions Committee (TFS) website and the United Nations Security Council Targeted Financial Sanctions (TFS) lists.

DURATION OF CONTRACT:

It is expected that the work will last a maximum of Six (6) Months from appointment of the selected organization to submission of the final report.

IDPLOs who are interested will work directly in partnership with Caritas Nigeria, and are requested to submit their profile and the above listed documents  to ggaksewa@ccfng.org

Issuance of this EOI does not constitute an award or commitment on the part of Caritas Nigeria, nor does it commit Caritas Nigeria to pay for costs incurred in the preparation and submission of the EOI.
