Job Summary:
The Shelter Officer will be responsible for planning, implementing, and monitoring shelter-related activities to support displaced populations, returnees, or vulnerable host communities. This includes conducting assessments, supervising construction and rehabilitation works, ensuring compliance with shelter standards, and working closely with communities and stakeholders to deliver durable, safe, and culturally appropriate shelter solutions.
Key Responsibilities:
- Support the planning and implementation of shelter and infrastructure projects in line with project objectives, timelines, and budgets.
- Conduct needs assessments, technical surveys, and site planning in coordination with relevant departments and community leaders.
- Supervise shelter construction, repair, and rehabilitation activities, ensuring quality control and compliance with humanitarian standards (e.g., Sphere).
- Prepare BoQs, technical drawings, and work plans; coordinate with logistics for procurement of materials.
- Train and supervise construction teams, contractors, and skilled/unskilled laborers.
- Engage with communities to ensure shelter interventions are participatory, inclusive, and responsive to local needs.
- Ensure proper documentation of project activities, including beneficiary lists, progress reports, and site records.
- Monitor project indicators and contribute to timely reporting to donors and stakeholders.
- Ensure adherence to safeguarding, health and safety, and protection principles throughout project implementation.
- Represent the organization in relevant shelter/NFI coordination meetings and maintain relationships with partners and authorities.
- Field-based role with direct contact with affected communities and construction worksites.
Qualifications and Experience:
- Degree in Civil Engineering, Architecture, Construction Management, or related field.
- At least 2 years of experience in shelter programming within humanitarian or development settings.
- Strong technical skills in construction, site planning, and shelter design.
- Familiarity with shelter/NFI guidelines, Sphere standards, and cluster coordination.
- Experience working with displaced or vulnerable populations in complex emergencies is an asset.
- Excellent communication, coordination, and interpersonal skills.
- Fluency in English (spoken and written); local language skills are an advantage.
- Proficiency in Microsoft Office, AutoCAD, or other technical software is a plus.
- Willingness to travel to field locations and work in challenging environments.
