Senior Officer, Human Resource

Summary of Role

The Senior Officer, Human Resource will provide administrative support to the Senior Manager, HR in relation to all Human Resource related functions in the organization. This will include ensuring consistency of our approach to processes and policies and maintaining high quality standards in Caritas Nigeria.

Description of Roles and Responsibilities

Human Resource Administration:

  • Create and maintain up to date electronic personnel records for Caritas Nigeria employees.
  • Collect and process documentation for all employees.
  • Assist in collecting information required for HR policies and other HR related projects.
  • Manage a filing system for HR information, including sensitive and confidential information.
  • Support in the management of the HR Information System.
  • Support with administration relating to learning and development activities.
  • Review and update old and new hires details on the HR Information System.
  • Support exit interviews and other meetings for exiting staff.
  • Ensure that all employees are covered under the appropriate benefits policy.
  • Provide first-hand HR support to the state offices on administrative, systems or policy related challenges.
  • Supports the preparation of monthly payroll and maintaining payroll related documents and information are kept properly.
  • Work with the State Offices to improve the current information gap by using workday as a payroll information sources.
  • Work with appropriate Units and Departments to ensure staff benefits in paid in timely manner.
  • Tracking of trainings, code of conduct and conflict of interest documents.

Hiring and Recruitment:

  • Advertise roles in the Caritas Nigeria website, public boards, and any other relevant forums.
  • Support in the long listing of applicants based on the minimal requirement specified by the Job Description.
  • Arrange interviews, including correspondence with candidates and panel members.
  • Maintain trackers of all recruitment and new hires’ information.
  • Prepare and keep electronic files of the recruitment material as required.
  • Together with the Senior HR Manager ensure that relevant module of the HR Information System is maintained and all candidates receive timely communication.
  • Keep recruitment data like job descriptions, interview grids, tests on the personal files in line with Data Protection regulations.
  • Ensuring all relevant tools such as Identity Cards, Computers, and employee documents are received on or before 1st day of employment.
  • Support the coordination of orientations for new hires.

Performance Management:

  • Supports the Senior Manager, Human Resource in the coordination of the performance management cycle and processes and ensures annual reviews are carried out.
  • Supports supervisors and staff in the goal setting, end of probation or annual performance reviews ensuring proper documentation of performance appraisals.
  • Supports supervisors to identify training needs or performance gaps of staff.
  • Collate staff objectives and completed probation reviews and appraisals, saving information in electronic personnel files.

HR Project Support:

  • Draft contractual documents for all staff both for long term employees and short terms consultancy support;
  • Provide oversight support to the state offices to ensure compliance of HR policies in relation to recruitment of short term consultancies and other contractual processes;
  • Periodically provide on-field support to staff to ensure consistency of all applications of the Human Resources policies as well as other policies across its operating states

Other Duties:

  • Lead in the scheduling of HR meetings and appointments.
  • Schedule exit interviews and other meetings for exiting staff.
  • Maintain accurate records of employment benefits.
  • Ensure that all employees are covered under the appropriate benefits policy.
  • Minute taking in HR-related meeting e.g. disciplinary cases
  • Any other reasonable duties may be designated to the role from time to time.
  • Provide regular HR monthly reports on Nigeria activities;
  • Provide first-hand HR support to the state offices on administrative or policy-related challenges

Reporting and Supervision

The Senior Officer, Human Resource will report to the Senior Manager, Human Resource and will work very closely with members of the Senior Management Team, Project Leads and Heads of Units and Departments.

Desired qualifications, skills and experience

Qualification, Experience and Knowledge:

  • A Bachelor’s Degree in in Human Resources or relevant field with advanced professional certification in human resource management (SPHR, GPHR, CIPD or other HR professional certification).
  • At least 4-6 years’ progressive work experience in similar positions with related responsibilities and possess a strong business and HR acumen, including strong problem solving skills, critical thinking, and self-initiative
  • Demonstrated ability to identify, recommend and implement best practice approaches that deliver rapid, consistent, high-quality HR management and service provision in an emergency environment is required.
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high volume environment and on deadline; aptitude for problem solving and decision making is needed.
  • Superb written and verbal communication skills required. Capable of managing conflict and conflicting views.
  • Familiarity with the National and international Labor Law
  • Good knowledge of HRM systems and tools is preferred.
  • Understanding of humanitarian principles, codes of conduct and ideally, specific sub-sector work linked to nonprofit field operations contexts
