Summary of Role
The function of this management role is to guide and manage Human Resource services for Caritas Nigeria. The Senior Manager, HR originates and leads HR’s practices and objectives that will provide an employee-oriented high-performance culture that emphasizes quality, productivity, goal attainment and empowerment and is responsible for the development of processes and metrics that support the achievement of Caritas Nigeria’s vision and goals. Reporting directly to the Executive Secretary/Chief Executive Officer, the role will be responsible for all aspects of Human Resource Management. S/he will work closely with colleagues to ensure all HR functions and duties are undertaken in accordance with employment law, organizational policy and ensuring any risk to Caritas Nigeria is minimized.
Key Accountabilities
- Reporting directly to the Executive Secretary/Chief Executive Officer, the role requires a versatile, diverse and experienced HR expert who has a proven successful record of leading and delivering all aspects of HR with dedication and passion, whilst keeping abreast with changes in employment legislation.
- The Senior Manager, HR will be a highly confidential individual who will be loyal to the organization and be able to give a clear picture with the full understanding of how each project or department is running and what is happening at all levels.
- The Senior Manager, HR will use effective people skills to ensure good relationships with all employees and external contacts at all times.
- The Senior Manager, HR will be responsible for developing and implementing the HR planning of the organization and will produce accurate HR reports on a monthly basis in order to provide accurate information to the Executive Secretary/CEO and the board.
- This position forms part of the Senior Management Team and is a pivotal role in the organization and must accordingly be able to manage a high volume workload. Working both in and out of the office, the Senior Manager, HR will be expected to keep up with paperwork and meticulous diary-keeping to manage all workloads associated with the HR department.

Description of Roles and Responsibilities
Human Resource Strategic Planning and Management:
- Reorganize the HR department and provide management oversight and leadership.
- Develop and implement the HR strategy aligned to Caritas Nigeria’s goals and objectives.
- Support the development of HR strategies for the projects and programs which is in line with the organizational goals and objectives.
- Develop and implement a manpower planning helping the new/existing country programs to have the needed staff with the right competence on time, both national and international.
- Support and coach the management team on all people leadership matters, including business change and transformation. Forming strong relationships with the management team to be able to challenge and coach in a high performance environment
- Devise and implement metrics as and when needed.
- Serve as the primary source of HR knowledge in response to employee and/or supervisor requests, be well versed in IRC Global HR Policies, and provide weekly, monthly and quarterly HR metrics as required
- Ensure all Generalist HR activities are carried-out in adherence to these standards.
- Work with the Senior Management Team to determine workforce needs, identify human resource and competency gaps, and devise a development and workforce plan to facilitate nationalizing roles and staff retention
- Manage, train, mentor HR team; create detailed plan to build capacity for every HR staff, including performance objectives, recruitment and commitment to development.
- Ensure that the HR team is working in a harmonized manner with consistency among application of policy throughout all offices, and identify and implement mechanisms to ensure cooperation, communication and teamwork.
- Keep up to date with HR legislation by researching and attending necessary events, before providing suitable interpretation to the SMT.
- Update the company server with timely, relevant forms, policies and procedures to ensure accessibility for employees at all times.
- Monitor, measure and report on HR issues, opportunities and development plans and achievements within agreed formats and timescales.
Hiring and Recruitment:
- Manage all recruitment needs for the company, including implementing and continually developing a robust recruitment process.
- Oversee full-cycle recruitment process and directly recruit senior-level positions; Employ traditional sourcing strategies, actively network and employ innovative, creative recruiting methods to hire the best talent.
- Facilitate and coordinate recruitment and selection process according to Caritas Nigeria policies and procedures.
- Set in place the recruitment team as appropriate.
- Coordinate orientations and transition of both new and transferring staff.
- Review and approve job position requests, job descriptions and make recommendations, ensuring accuracy and consistency.
- Coordinate vacancy posting in internal and external media as appropriate.
- Coordinate interviews and provide interview outcome summary.
- Ensure, the tracking system of the recruitment process and compile monthly report on recruitment are maintained.
- Review all job offers and contracts and ensure internal equity.
- Creating and continually improving offer letters and contracts of employment, whilst managing the timely distribution of such documents.
- Managing the collation of references and security clearance as relevant to each role.
Performance Management:
- Lead the performance management process including creating a plan to manage annual reviews, conduct training on goal-setting, utilize budgets to organize development activities and work one-on-one with managers and employees
- Coordinate and ensure timely completion of the annual performance evaluation process.
- Coordinate and ensure timely completion of the annual merit plan process
Compensation & Benefits Management:
- In collaboration with the members of the Senior Management Team and the ES/CEO, define and review in-country salary structure and benefits plans and communicate changes or updates.
- Facilitate administration of staff benefits and compensation as stipulated in the HR policies
- When possible, ensure the budgeting and implementation of an HR payroll system is in place.
- Ensure the process of the monthly HR payroll documentation on timely basis ensuring completeness and accurate documentation.
- Ensure that all exiting staff clearance forms are submitted before final dues are processed.
- In collaboration with the finance team, ensure all staff are properly oriented and trained on the completion and submission of monthly Time and Effort sheets.
HR Administration & Compliance:
- Lead the implementation of Caritas Nigeria’s HR Policies and Procedures;
- Oversee HR-related administrative duties and ensure they are compliant with existing legal and government reporting requirements;
- Ensure Caritas Nigeria is in compliance with all labor laws and ensure minimization of legal exposure.
- Ensure that Staff Handbooks are developed and in place;
- Ensure policies and procedures are reviewed regularly with appropriate recommendations for board approval.
- Ensure, file and update of all staff personnel and statutory documents and ensure that all staff information are properly kept, updated and confidentially maintained.
- Monitor and coordinate staff contract management.
- Lead exit management procedure to ensure seamless and positive transition for departing employee
- Serve as an ambassador and champion for Caritas Nigeria: Showcase standards for professional code of conduct; escalate code of conduct issues to the appropriate officer and ES/CEO for additional support and to ensure issue is resolved and appropriate follow-up is carried out
- On an as needed basis liaise with the local legal counsel on HR issues that requires legal interpretations
- Represents Caritas Nigeria in matters of Human Resource Management as required.
- Spearhead internal staff communications, team-building and employee engagement activities
- Coordinate all HR reports (weekly, monthly, and quarterly) preparations.
- Submit all HR reports or data request on time.
Staff Care:
- Develop supportive plans of action for staff care as part of the overall response strategy, ensuring a comprehensive approach to support the well-being of staff and foster a positive working environment. Recommendations in this plan should address actionable activities and advice to support the morale and the social, physical, and psychological well-being of staff.
- Conduct assessments for staff care needs in all operational sites and field offices, when needed.
- Work to actively engage in building trust with staff at all levels and in all roles.
- Develop, gather and distribute Stress and Trauma Management (STM) educational reading and materials to all staff on a regular basis.
- Conduct formal and informal STM trainings and ensure structures are in place to support stress management activities and structures.
- Utilize various methods to understand the support needs, concerns, and stress levels of staff, and advise management through regular consultation on how to better meet the needs of staff to minimize any issues.
- Develop and coordinate staff care services with other local agencies and professional organizations.
Staff Training and Development:
- Establish and maintain appropriate systems for identifying, planning, delivering and measuring learning and development staff.
- Develop and manage a training plan that details required training that is delivered within the agreed/specific timescales and ensure outcomes are appropriately measured and reported on.
- Liaise with other managers to understand all necessary aspects of their learning and development needs, and to ensure they are fully informed of organizational learning and development objectives.
- Promote succession plan in all units, departments and projects and ensure training is aligned to support the plan.
- Ensure training activities meet and integrate with organizational strategies and policies.
- Write and deliver training lessons to continue personal development of Line Managers throughout the organization.
Employee Relations & Discipline:
- Lead all employee relations with professional grace;
- lead investigations to resolve issues/conflict in the workplace with close collaboration with the SMT.
- Act as an impartial mediator in disciplinary procedures and ensure it is administered in an equitable and fair manner and meets all legal and labour regulations and requirements
- Maintain an effective negotiation process and harmonious employee and/or employer relationship
- Advise supervisors in determining appropriate disciplinary plans of action
Reporting and Supervision
The Senior Manager, Human Resource will report to the Executive Secretary/Chief Executive Officer and work very closely with the Deputy Executive Secretary, members of the Senior Management Team, Project Leads and Heads of Units and Departments.
Desired Qualifications
Qualification, Experience and Knowledge:
- A Bachelor’s Degree in social sciences and a Master’s Degree in Human Resources or relevant field with advanced professional certification in human resource management (SPHR, GPHR, CIPD or other HR professional certification).
- At least 7 years of experience in human resources management in a nonprofit organization
- Demonstrated success as an HR generalist supporting employee groups of 200+ employees in multiple locations.
- Demonstrated ability to identify, recommend and implement best practice approaches that deliver rapid, consistent, high-quality HR management and service provision in an emergency environment is required.
- Strong collaborator with effective interpersonal and analytical skills who is able to work seamlessly across states, cultures, and organizational units is required.
- Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high volume environment and on deadline; aptitude for problem solving and decision making is needed.
- Superb written and verbal communication skills required. Capable of managing conflict and conflicting views.
- Good knowledge of HRM systems and tools is preferred.
- Understanding of humanitarian principles, codes of conduct and ideally, specific sub-sector work linked to nonprofit field operations contexts
