Job Summary
The Program Officer (CBI/M&E) is in charge of conducting a range of protection activities, including information provision and participatory protection assessments of target beneficiaries, Monitoring & Evaluation, implementation of cash transfer programming, including market assessments, targeting, registration, and payment processes.
Key Responsibilities
- Program Implementation
- Support the design and implementation of cash transfer programming, including market assessments, targeting, registration, and payment processes.
- Coordinate prepaid card distribution, PIN activation, cash disbursement, and complaint handling mechanisms.
- Ensure adherence to standard operating procedures (SOPs) and compliance with donor guidelines.
2. Beneficiary Management
- Participate in beneficiary identification and verification exercises in collaboration with community structures and partners.
- Maintain accurate and confidential beneficiary records.
- Address and follow up on beneficiary complaints, feedback, and unresolved card/payment issues.
3. Coordination and Liaison
- Liaise with Financial Service Providers (FSPs), such as banks or mobile money agents, to ensure smooth cash delivery and card-related services.
- Collaborate with government authorities, UN agencies, and other NGOs to coordinate cash responses in target locations.
- Attend relevant sectoral meetings (e.g., Food Security, Cash Working Groups).
4. Monitoring and Evaluation
- Conduct post-distribution monitoring (PDM), price monitoring, and market assessments to measure effectiveness and ensure accountability.
- Collect and analyze data to inform program improvements.
- Prepare timely activity reports, success stories, and lessons learned.
5. Reporting and Documentation
- Maintain proper documentation of all cash activities, including distribution lists, bank reports, and reconciliation records.
- Contribute to donor reports and internal updates as required.
- Track progress against work plans and targets.
6. Safeguarding and Compliance
- Ensure that CBI activities adhere to protection, gender, and safeguarding standards.
- Promote the inclusion of vulnerable groups (e.g., women, the elderly, persons with disabilities) in program design and delivery.
- Report any concerns of fraud, abuse, or misconduct following organizational policies.
Required Qualifications & Experience
- Bachelor’s degree in Social Sciences, Economics, Development Studies, or related field.
- Minimum of 2–3 years’ experience in cash-based programming in humanitarian or development settings.
- Knowledge of financial inclusion, digital payment systems, and market-based approaches.
- Familiarity with donor-funded projects (e.g., UNHCR, WFP, ECHO, USAID).
- Strong computer skills (Excel, Kobo/ODK, MIS systems).
- Excellent interpersonal, communication, and organizational skills.
- Fluency in English and local languages (e.g., Hausa, Kanuri, Fulfulde) is an asset.
Preferred Skills
- Experience working with displaced populations and in insecure settings.
- Understanding of humanitarian principles, accountability to affected populations (AAP), and do-no-harm approaches.
- Ability to manage multiple tasks under tight deadlines.

Physical Demands:
