Job Summary

A Finance and Grants Officer under a UNHCR project is responsible for managing financial operations, ensuring compliance with donor regulations, and overseeing grant administration to support refugee protection and humanitarian assistance. The role combines financial management, reporting, and donor coordination.

Key Responsibilities:

  • Prepare monthly, quarterly, and annual bank reconciliation statement for internal and donor use.
  • Co-develop partners budget with partner organizations and the program team with guidance from the Senior Accountant.
  • Support audits and financial reviews, providing documentation and clarifications.
  • Oversee the financial aspects of grants provided to implementing partners (IPs).
  • Review and approve partners’ financial reports, ensuring compliance with UNHCR and donor requirements.
  • Conduct financial monitoring visits to partners to verify expenditures and strengthen accountability. Support capacity-building of partners in financial management and reporting.
  • Ensure adherence to donor agreements, UNHCR policies, and international accounting standards.
  • Support the Senior Accountant in identify financial risks and propose mitigation strategies and maintain internal controls to safeguard project assets and funds.
  • Responsible for preparing receipts and payments journals for all third parties of the agency.
  • Processing of all payments, posting of all transactions to holding file for review prior to upload into the Sun systems.
  • Work with the Finance officer of the RLO to reconcile advances, including review of invoices before advances are sent.
  • Ensure that the partner organizations are communicated and are abreast with correct information as it affects their work.
  • Undertake other tasks, as assigned by the supervisor or program leadership, for accomplishment of the project objectives.

Qualifications & Skills

  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field (Master’s preferred), ICAN, ANAN certified are added advantages.
  • 3–5 years in financial management, grants administration, or donor-funded projects (preferably humanitarian/NGO sector).
  • Knowledge of UN/INGO financial systems, donor compliance (e.g., EU, USAID), and accounting software.
  • Strong analytical ability, attention to detail, communication, and partner capacity-building skills.
