Guided by Catholic Social Teaching, we respond to humanitarian emergencies, support recovery, and promote integral human development for the most vulnerable, irrespective of religion, ethnicity or gender. Caritas Nigeria implements emergency Shelter\/NFI, Protection, WASH and Livelihood programs with support from UNHCR, and other donors.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Job Purpose:<\/h3>\n\n\n\n<p>The Shelter Officer will be responsible for coordinating and implementing shelter and housing infrastructure projects for vulnerable and displaced populations in line with humanitarian standards on the UNHCR Project in the South-South. The role ensures quality construction, timely delivery, community participation, and full compliance with Caritas Nigeria, UNHCR and national building standards.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Key Responsibilities:<\/h3>\n\n\n\n<p><strong>Technical<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Lead shelter needs assessments, and beneficiary verification in collaboration with Protection team<\/li>\n\n\n\n<li>Prepare architectural\/structural drawings, Bills of Quantities (BoQs), cost estimates, work plans and technical specifications for emergency, transitional and durable shelters.<\/li>\n\n\n\n<li>Ensure all designs are context-appropriate, culturally sensitive, gender-sensitive, and accessible for Persons with Disabilities (PWDs).<\/li>\n\n\n\n<li>Supervise construction, rehabilitation and maintenance of emergency shelters, communal shelters, and other infrastructure as specified on the project in the South-South<\/li>\n\n\n\n<li>Ensure quality control, safety compliance and adherence to approved BoQs and standards at all sites.<\/li>\n\n\n\n<li>Supervise vendors, skilled\/unskilled labor, shelter community and community groups involvement in shelter activities<\/li>\n\n\n\n<li>Ensure Environmental Safeguarding and Do No Harm principles in all construction activities.<\/li>\n<\/ul>\n\n\n\n<p><br><strong>Coordination &amp; Community Engagement<\/strong><\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li> Liaise with Shelter Clusters, SEMA, community leaders, and government stakeholders at state and LGA level.<\/li>\n\n\n\n<li>Mobilize and engage displaced and host communities using participatory approaches; ensure community-led construction where applicable.<\/li>\n\n\n\n<li>Coordinate with Supply Chain, WASH, and Protection teams to ensure integrated service delivery <\/li>\n<\/ul>\n\n\n\n<p><strong>Reporting, Documentation &amp; Compliance<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Prepare and submit weekly, monthly, quarterly and annual progress reports with data.<\/li>\n\n\n\n<li>Maintain accurate records of materials, labor, beneficiary lists and distribution.<\/li>\n\n\n\n<li>Support post-distribution monitoring (PDM), post-construction audits and donor field visits.<\/li>\n\n\n\n<li>Ensure full compliance with Caritas Nigeria policies and donor requirements.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Qualifications &amp; Experience:<\/h3>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bachelor\u2019s Degree or HND in Civil Engineering, Architecture, or related field. Master\u2019s degree is an added advantage<\/li>\n\n\n\n<li>Minimum of 5 years relevant experience in humanitarian shelter\/construction programming, preferably in emergency response for IDPs\/refugees.<\/li>\n\n\n\n<li>Proven experience in BoQ preparation, AutoCAD, cost estimation, and construction supervision.<\/li>\n<\/ul>\n\n\n\n<ol start=\"4\" class=\"wp-block-list\"><\/ol>\n\n\n\n<h3 class=\"wp-block-heading\">Required Skills &amp; Competencies:<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Technical: Proficient in AutoCAD, MS Project, MS Excel, and technical drawing. Strong knowledge of Sphere Standards and UNHCR Shelter Guidelines.<\/li>\n\n\n\n<li>Project Management: Ability to manage multiple construction sites, vendors, and deadlines under pressure.<\/li>\n\n\n\n<li>Communication: Excellent cross-cultural communication, community mobilization and negotiation skills.<\/li>\n\n\n\n<li>Other: High level of integrity, flexibility, ability to work in hard-to-reach areas. <\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Safeguarding &amp; PSEA: <\/h3>\n\n\n\n<p>Caritas Nigeria has zero tolerance for Sexual Exploitation and Abuse, fraud and discrimination. The Shelter Officer must adhere to the Code of Conduct, Child Safeguarding and PSEA policies.
