It is a 5-year program (October, 2017 to September, 2022) implemented by Caritas Nigeria and its consortium partners; Catholic Relief Services (CRS), and Pro-Health International as the sole Implementing Partner for PEPFAR in these states.  <\/h4>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Summary of Role<\/strong><\/h4>\n\n\n\n<p class=\"caps\">The OVC M&amp;E Officer will support state level implementation of the OVC project in the state of assignment with displayed capacities in building acceptable documentation, reporting and learning systems. S\/he will lead the monitoring of data collection, collation, storage, analysis, and reporting ensuring that data is audit worthy and incorporated into program reports for submission to CDC. Under his\/her guidance, the project at the state level will utilize monitoring data to maximize program impact. The successful candidates will ensure efficient use of available resources towards achieving defined M&amp;E goals. S\/he will ensure adherence to structured principles in the course of implementation of M&amp;E field activities and provide required program statistics within expected timelines to inform project planning and delivery. The Officer will build and sustain strategic relationships with key state-level stakeholders and maintain an information flow to keep all stakeholders updated with project performance.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Description of Roles &amp; Responsibilities<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Support and oversee the M&amp;E work of the Community Based Organizations (CBOs) in the implementation of the OVC Project.<\/li><li>Oversee the training of CBO staff in the 4GATES M&amp;E system including the NOMIS forms and database.<\/li><li>Ensure CBOs understand the information needs of project stakeholders and donors and adhere to system requirements.<\/li><li>Work closely with the CBO M&amp;E officers to ensure they understand the data requirements and data gathering and report formats.<\/li><li>Support CBOs to train Community Case Workers to correctly report OVC activities and services provided to clients\u2019 ad their households on a timely basis.<\/li><li>Ensure that CBOs enter accurate and high quality data and report on the NOMIS platforms on a timely basis.<\/li><li>Ensure that CBOs participate in the data quality assessment, understand the recommendations for remedial action, and comply with those recommendations.<\/li><li>Attend relevant 4GATES management and technical meetings to ensure close coordination between program, management, and M&amp;E staff.<\/li><li>Collaborate with 4GATES management and CBOs in planning, designing and undertaking program evaluations and special studies.<\/li><li>&nbsp;Identify and respond to key stakeholders\u2019 information needs in MEAL activities, using a range of appropriate communication methods.<\/li><li>Ensure the transmission of data into NOMIS and any other required electronic platform within expected frequencies.<\/li><li>Participate in DQA and other data quality and validation activities.<\/li><li>Any other duty as may be assigned by the next line supervisor, Caritas O&amp;E Lead, the 4GATES OVC Director, Principal Investigator, or the Executive Secretary of Caritas Nigeria.<\/li><li><strong>Monitoring and Evaluation: <\/strong>Regularly monitor stated project milestones and evaluate outcomes of support strategies at appropriate intervals.<\/li><li><strong>Training and Mentoring: <\/strong>Ensure capacities required to deliver on M&amp;E related activities are built.<\/li><li><strong>Gap Analysis: <\/strong>Analyze generated data from the field to monitor program performance, improve overall data quality and provide appropriate feedback to partners and stakeholders.<\/li><li><strong>Reporting: <\/strong>Ensure all timelines for various reports are met and all submitted reports meets all expectations for quality and completeness.<\/li><li><strong>Representation of Caritas: <\/strong>Participate in meetings and forums as required and use such opportunities to present Caritas in positive light in quality of representation and character.<\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Reporting &amp; Supervision<\/strong><\/h4>\n\n\n\n<p>The Technical Officer, OVC Monitoring &amp; Evaluation, reports to the Senior OVC M&amp;E Specialist. S\/he also has reporting lines to the 4GATES OVC Program Director and the Principal Investigator. S\/he regularly interacts with facility staff, Caritas Nigeria technical staff and other members of the Outcome and Evaluation Department.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Additional Responsibilities<\/strong><\/h4>\n\n\n\n<p>The Responsibilities (Above) are not all-inclusive. The employee will also perform other related tasks as required and will be responsible for reporting and communicating progress and achievement of the specific assigned tasks.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Desired Qualifications, Skills and Experience<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\"><li>Bachelor\u2019s Degree in Statistics or other Social Sciences.<\/li><li>At least 4 years\u2019 post NYSC experience in OVC related M&amp;E.<\/li><li>Experience and knowledge of ART Surge Response is a major requirement.<\/li><li>A Post Graduate degree in Public Health\/Health Science is an added advantage.<\/li><li>Skills using MS Excel, MS Access, SPSS and\/or SAS and Epi-Info highly desirable.<\/li><li>Appropriate familiarity with electronic medical record systems.<\/li><li>Strong data management and analysis skills.<\/li><li>Hands on experience in the use of computer (Word processing, Excel, and database programs).<\/li><li>Knowledge of and experience in spreadsheet and database management work.<\/li><li>Ability to handle confidential information with discretion and make reasoned judgments in a timely fashion.
