SENIOR ECONOMIC STRENGTHENING (HES) ASSISTANT

Overall Purpose:

To design, lead, and coordinate livelihood and income-generation activities that enable direct beneficiaries (including a minimum of 200 beneficiaries per location) to transition to sustainable self-employment or wage employment. The Senior Assistant will oversee beneficiary selection, profiling, information, counselling, and referral services (ICRS), selection of livelihood options, delivery of livelihoods and income-generation trainings, and post-training support. The role will ensure alignment with humanitarian, UNDP guidelines, Caritas Nigeria, and relevant safeguarding and gender policies, and will work closely with local authorities, traditional leaders, NGOs, and microfinance providers.

Key Responsibilities

Beneficiary selection, profiling, and collaboration

    • In collaboration with traditional leaders, Local Government authorities, and UNDP, support the selection of 200 direct beneficiaries per location, ensuring at least 30% are vulnerable women.
    • Lead or supervise beneficiary registration and profiling, collecting data on age, marital status, education, occupation, income sources, land access, and productive resources.
    • Maintain accurate and secure beneficiary records and assist with consent and ethical considerations.

    Information, Counselling and Referral Services (ICRS)

      • Implement rapid labor market analysis findings to inform opportunities presented to participants.
      • Provide individual or group counselling to help beneficiaries select viable livelihood options aligned with profiles.
      • Brief participants on the benefits of joint ventures, cooperatives, and self-help initiatives; refer to relevant services as needed.

      Selection of livelihoods and income-generation options

        • Facilitate access to and coordinate among three broad streams:

        a) Micro enterprise and small business development (training, kits, advisory support for examples such as hairdressing, tailoring, food processing, etc.).

         b) Vocational skills training and apprenticeships (with start-up kits; ensure participants have completed at least six months of prior training where applicable; conduct needs-based pre-start training).

         c) Other opportunities identified through market assessments (as per UNDP guidelines and local context).

        • Ensure option selection respects participant preferences, market viability, and safety considerations.

        Livelihoods and Income Generations Trainings

          • Design and deliver, or coordinate delivery of, training for at least 200 direct beneficiaries per location.
          • Develop training curricula tailored to local labor and agricultural markets, considering literacy and numeracy levels.
          • Include entrepreneurship training, civic education where feasible, and modules on transition to civilian life (civil rights, gender, reproductive health, GBV, etc.).
          • Integrate practical components, hands-on activities, and starter kits aligned with chosen livelihoods.

          Post-Training Support and Follow-Up

            • Provide market information and assist beneficiaries in identifying marketing channels.
            • Facilitate microfinance opportunities; assist with loan applications where available.
            • Share information on further training/education opportunities within chosen fields.
            • Offer on-site technical advice on business start-up, licensing, taxation, and regulatory requirements.
            • Explore opportunities for rapid upskilling or short placements to accelerate transition.

            Partnerships, Coordination, and Networking

              • Coordinate with State Ministries, NGOs, and local partners to align training offerings with existing courses (e.g., food processing, baking).
              • Establish and maintain relationships with microfinance institutions and value chain actors to support beneficiaries’ access to finance and markets.
              • Promote coordination with local stakeholders to maximize outreach and sustainability.

              Safeguarding, Compliance, and Risk Management

                • Ensure adherence to organizational safeguarding policies, gender equality, and protection protocols.
                • Identify risks (security, financial, social) and implement mitigation measures in field operations.

                Monitoring, Evaluation, and Reporting

                  • Develop and implement simple M&E tools to track participation, training completion, kit distribution, employment outcomes, and income changes.
                  • Prepare regular progress reports, case studies, and success stories for internal and donor audiences.
                  • Support data quality assurance and learning by documenting lessons learned and best practices.

                  Required Qualifications and Experience

                  • Bachelor’s degree in Development Studies, Economics, Public Health, Social Work, Agricultural Economics, Business Administration, or a related field.
                  • Minimum 3–5 years of experience in livelihoods, economic strengthening, microenterprise development, vocational training, or related fields; humanitarian or development sector experience in Nigeria is an advantage.
                  • Demonstrated experience in beneficiary selection, profiling, counseling, and post-training support in community or humanitarian settings. -Experience designing and delivering livelihood trainings, start-up kits provisioning, and apprenticeships or job placements.
                  • Strong understanding of market-based livelihoods, value chains, and access to finance (especially microfinance).
                  • Experience coordinating with government agencies, NGOs, CBOs, and traditional leaders.
                  • Excellent facilitation, coaching, networking, and interpersonal skills; culturally sensitive and gender-responsive.
                  • Fluency in English; local language proficiency relevant to Borno, Adamawa, and Yobe States preferred.
                  • Proficiency in MS Office, data collection tools, and basic data management.

                  Physical Demands:

                  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
