Position Summary:
The Good Governance Programme Assistant supports the Programme Lead to coordinate the good governance interventions of Caritas Nigeria. Good Governance on its own addresses issues around integral human development through the structures of the Catholic Church in Nigeria. The unit seeks to enhance the capacity of the Church in Nigeria to support quality interventions in transparency, accountability and citizen participation in governance. The Unit uses advocacy and partnership with Diocesan Justice Development and Peace Commission (JDPC) reach out to the duty bearers on the need to open the space for citizens’ participation in governance. The unit also embarks on institutional capacity strengthening which will support the capacity of Caritas Nigeria and her partners to actively engage the multifarious task before them. The work involves the intervention both at the National, State and Local Government levels of Governance. At the National Level, activities at the National Assembly are monitored and feedbacks made to the Catholic Bishops’ Conference. There are also engagements with other policy makers like ministers, Legislators and heads of departments all aimed at promoting good governance.
Objective 1: National Assembly Legislative Liaison Office
Tasks & responsibilities
- Monitor legislative activities (Bills and Committee works) in the National Assembly with a view to identifying windows for the Church’s intervention
- Promote appropriate legislative advocacy that would foster pro poor legislation in the National Assembly.
- Initiate strategies for fostering electoral reform, justice sector reform and facilitating pro people agenda of government.
Objective 2: Support the Management of the portfolio of Diocesan Partners who are engaged in good governance
Tasks & responsibilities
- Support the Supervision and implementation of CAFOD supported good governance project by our Diocesan partners.
- Participate in projects proposals development for submission to donors
Objective 3: Capacity development support to Church partners.
Task & responsibilities
- Resource person on Election Observation (Election Manual development, Trainings, Election Observation coordination and reporting
- Conduct capacity building for partners on project implementation and advocacy engagements.
Objective 4: Content Management of Election Monitoring App
Task & responsibilities
- Responsible for managing the upload of information and the generation of useable information from the platform.
- Upload of data to the App through the front end
- Administration of account creation and sign-on by the various categories of users
- Updating of all information uploaded to ensure they are correct and error-free
- Management of uploaded content through the app’s backend
- Generation of data and information from the site database and sharing them with appropriate principals and planners involved in the election monitoring exercise
- Step-down training for users as may be necessary
- Monitoring and reporting any malfunctioning of the app to the app development team
- Responsible for planning and implementing the technical aspects of the website such as hardware (hosting configuration), software (functionalities), security and overall site outlay or architecture.
Objective 5: Representation and Relationship Building
Task & responsibilities
- Internal and external representation on issues for staff and organization
- Develop and manage good relationship with partners, funders and Government agencies.
- Effectively represent Caritas Nigeria at external engagements
- Draft/review agreements and Memorandum of Understanding between Caritas Nigeria and third party
Additional Responsibilities
- This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and responsible for reporting and communication of progress and achievement of the specific assigned task
- Maintenance of high technical standards.
- Conduct all duties in a professional manner following CARITAS Nigeria staff regulations.
REPORTING & SUPERVISION
Reports to the Lead, Good Governance unit of Caritas Nigeria
POSITION REQUIREMENTS
Bachelor’s degree in Political Science or any social science related field, MSc in Political Science, Social sciences or development studies would be an added advantage
SKILLS & EXPERIENCE
Essential:
- Not less than three (3) years’ experience in the development sector
- Excellent verbal and written communication skills
- Approachable, diplomatic, able to work effectively in diverse, cross-cultural teams in a complex, multi-site work environment
- Computer literacy including all Microsoft Office programs (Word, Excel, Power point, Outlook)
- Excellent attention to detail, highly organized, rigorous, self-motivated, strong sense of responsibility, ability to work independently
- Able to maintain confidentiality
- Capacity for analysis, synthesis and reporting of large amounts of information
Preferred:
- Previous experience working for INGOs, NGO, Governance and project development related areas
- Fluency in two or more National/regional languages an asset
